My 2021 R3 is the same way. Dealer indicated that that is the way it is and just firm press. Said it would loosen up a bit with use which it has but still takes a good firm engagement to get it to move.

Update.....when I got home that day from the lake, I cleaned her up. Took her back to my storage area and plugged her in. Went back a few days later to get her ready to pull to the dealer in Denver. I got one as well on my R3 but it was for some V8 Engine calibration something or other that may cause the engine to run rough at certain RPM's. Dealer said to not worry about it until I brought it in for normal service.
