The schematic on page one shows the blue and yellow wires going between three different connectors, and doesn't show the potentiometer, power source, or bulb. I'm wondering if they are the "adjusted" voltage and not the supply voltage, since there are two more wires going into the potentio...

Any idea where that connector is? It's quite likely to be behind the dash. I don't know your boat well, but there's probably a panel (or more) behind the seat in front of the dash that can be unscrewed to reveal what's going on in there. Opening the panels to get at the wiring is step one for sure,...

If you don't have a manual for the shifter with your engine stuff, perhaps a picture (of the shifter and outdrive) would help people here identify it? If it's electrical, you aren't looking at cable lash or length adjustment, but adjustment of an actuator assembly back near the outdrive. Others have...

The shift cable may need adjusting - it may be a part of the service manual for the outdrive, or for the remote control.
If you're unlucky, it may be something more complex. I'd go to Youtube and look for similar problems, like:
