I picked up a Sierra fuel filter (18-8149) to do my fall maintenance on the boat, and there appears to be a modest difference in quality between the Sierra filter and the original Volvo part. The original Volvo filter (3847644) appeared to have a slightly more robustly connected bottom flange, while the case and filter element appeared to be roughly similar. Cost savings isn't that much going with Sierra - it's just what was available locally.
In short, I wouldn't hesitate to use either one, but if price was the same I'd probably get the Volvo.
