Fuel Pump Squealing
I have a 1997 232 Open Bow Cobalt. The engine makes a loud squealing sound when it is running low rpm's. I've had the fuel pump replaced twice in the past 18 months as both marine shops said that was the problem. It hasn't fixed anything. I know very little about engine's so any input you all may have would be greatly appreciated.

Do you know what engine it is? Could be bad gas, paint in the pump, a clogged filter, or a ton of other things. Do you know what they found wrong with the old fuel pumps?

Be sure they are not replacing your pump with a Chinese knockoff. The OEM pump will run anywhere from $800 to $1,200. I tried to cut a few pennies by buying a Chinese pump for $250, and it squealed at low RPM. I just replaced it with an oem pump off of eBay for $826.
What's happening is your high speed pump is cavitating because the low speed pump can't keep up with it. Volvo use to paint the inside of pumps but I'm not sure if they're still doing that now. The paint would come off and clog the screens causing the pump to cavitate.
Another issue is the pump getting too hot. There's a cooling line coming from the manifold that water cools the pump with but sometimes it doesn't keep up. Anytime you hear that squeal just know there is no fuel flowing through it so you have to go higher or lower with the throttle. Don't let it squeal for an extended time or it will burn up.

If you get a cheap mechanics stethoscope you can often pinpoint exactly where a noise is coming from.

Is your pump driven by a belt?
If so I'd replace belt and see

Odds are that it is the belt. It's either worn, too tight, or too loose.
