Why does 2018 A28 have PerfectPass?

Volvo EVC has cruise for free, and Tow Mode as an add on. Why did Cobalt use PP on non-surf 2018 A28?

Asking as a local friend in the process of buying and I was surprised to see the PP gauge on the dash with the glass pit.

Weird...wouldn’t that boat be dts controlled? Perfect pass is only used on boats pre electronic controlled
