Sounds like a bad ground or wiring mistake. Do you have access to your switches underneath the helm? That's where I'd start with your connections. Others will chime in shortly.

That’s the way to outfit that boat IMHO if you find one. She’s a beast with twin 496 mag HO’s. The golden era of Cobalt. Hope you find one.

Like the others mentioned above, this is abnormal. A thru hull fitting or (more likely) an outdrive seal may be leaking. I would have this checked sooner rather than later. What year is your CS23?

Pull the distributor cap and clean the contacts & rotor. (It has a distributor and not coil-on-plug, right?)
Easy and cheap first steps...
Pull a few plugs to assess condition in addition to the above suggestions.
Ignition switch is possible but I don't go in this direction first since a warm ...

I’d start with the easy items first like fresh gas; new fuel filter and clean the flame arrestor.

It may be a fuel pump or fp module relay issue . The VP 8.1 Gi is known for fuel pump issues. A failing pump or relay may not build pressure quickly, requiring multiple ...

I saw this one as well, jmd. He has the WSS model and I believe he’s looking for ballast tank and surf operations in the manual. I was not able to find that for him.
