Black tube that has some sort of white connector on the end.

My first guess is it is a pitot tube. How does your speedometer measure speed? Not much use in todays boat with GPS being more common.

I do have a conventional speedo, however it has it own tubing going to the pick up on the transom. This tubing comes from the outdrive.

It has a limited length. I'd move it around and see what it could possibly connect to. Then, I wouldn't worry if boat is in working order.

That’s it, built in Pitot that comes off the drive. My drive was replaced in 2014 under the campaign so the Pitot was not available in 2007 when the boat was manufactured.
