Hello,
First time caller, long time listener.
I have a 2004 262 with a Mercruiser 496 Mag.
I have no power steering. The wheel is as hard to turn whether the engine is running or not. There isn't a stuttering in turning or anything other than just a lack of power steering feel.
Seems the same turning left or right.
There does not appear to be any leaks anywhere.
The power steering pump reservoir is full.
The belt doesn't seem to be slipping and there is no whining.
Where would you start? Is there a way to narrow down between the pump or the actuator?
Is there something else it might be?
It is always a pain, but it is making my docking even worse than usual!

We had this same issue with our 2005. It’s time for the steering cable to be replaced. The grease hardens and severely restricts the ease of movement.
It’s about a 3 hour job for a marine tech.
