2014 Cobalt 242 ski pylon mount

Just bought a 2014 Cobalt 242. The collar inside the ski pylon mount is unscrewed and slid to the bottom of the mount. I’ve unscrewed the 4 screws holding the mount in, but the mount will only come up a couple inches. Easy fix if I can get the mount out. Anyone know what could be holding this in? Attached pics to show the mount and a pic from under the seat showing nothing appears to be holding it in.
