On my 1999 Cobalt 232 the steering wheel was loose. After taking the wheel off I found these two big gold color Phillips screws at the base of the teleflex had worked loose, tightening them fixed half of the problem.

The other half half of the problem was solved by reading this link:

Following that link I replaced the worn nylon flange bushing that shims the wheel shaft to the housing, it's located under this spring clip. It's a simple fix that only takes a few minutes and can save you $150 in having to buy a new tilt mechanism.
