Broken Bolster

Recently purchased an older Cobalt and found that the copilot bolster brackets appear to have came disconnected inside the bolder itself. When you put the bolster down and put weight on the front of it, it will go well beyond horizontal. The metal stops are in place on the hinge, but I have not idea how to get to the inside the bolster itself (much less get it off the seat) to see how they should attach and what has gone wrong. Any advice or should I just take the seat to a professional? Any advice would be appreciated. Here is a picture of the seat in question, I just don't have the bolster forced passed horizontal in the pic.

Also, both of the buoy storage tubes have been broken off at the mounting flange, but were still with the boat. Does anyone know where to get replacements or has anyone tried to fabricate a thicker flange and then JB weld (or similar) to the existing broken tube?

Unscrew the bolster. Then you have to remove all of the staples to get inside of the seat.
