That's the Arkansas 232 that has been for sale for a long time.
I agree with the others, something is not right on the vinyl issue there. I don't have any advice to provide, but agree you should be able to get it replaced easy enough. I wouldn't sweat it too much if the survey checks out.

I have the same boat. The rear sunpad takes a beating and they don't seem to age well at all. That one looks worse than most I've seen, but none of them look great after 10 years unless they have been redone. Nothing special to check on the 232 that you won't check on any other boat. Its a great layout! We love ours it rides like a bigger boat ( especially with tabs) and the high freeboard makes it seem larger and more confident in rough water.
