Wanted to update this. I decided to let a local Volvo service group replace the steering actuator last week. The were able to source the part and I delivered the boat. Two days later, a call saying the boat was ready, tested and good to go. I picked up the boat yesterday, thanked the service manager and he said he would submit everything under warranty. Great.
As soon as I was underway I noticed the steering issue had not been resolved. Still very difficult to go into an aggressive turn and, once in the turn, come out of it exactly where I want. Sluggish and tough.
It’s late in the season so we may have a couple of weeks left and then I will get the boat to the originating dealer and service group for winterizing. I will leave it up to them when to re-tackle the steering problem, now or in the spring.
The bilge was completely dry and I don’t see any signs of fluid leakage at the actuator or elsewhere. Just a bummer that the problem is apparently more than the reported leaking actuator seals and that he thought (water tested ?) he had it resolved, but not.
