What’s this bracket on the stern

On my 85 cm9. The eyelet is threaded, maybe missing a part.

Correction the eyelet isn’t threaded. Just had some debris in it.

Anyone know. I’ve seen the same bracket on other cs7, cs9 and cm9 and cm23 boats
