on/off botton for Maxwell Anchor Winch - Where is it?

Hi everyone, can anyone assist with where the on/off bottom might be on a 1998 Cobalt 293 for the Anchor Winch. I've looked at the electrical panel in the cabin, nothing says anchor/winch. Thanks in advance.

Under the starboard rear seat. Push in to activate. Sometimes it takes a good firm punch.

Thanks - I think I need to replace that part. It is called - Maxwell 135A master windlass circuit breaker.

Is it actuating? You can also check voltage on the backside accessed through the engine compartment.

I thought the mine was broke when I first got my 293. Give it a good hard smack with the bottom of your hand.

How far should the actuator move in either direction? Mine seems to only move about 1/4 of an inch?
