2006 232 Access panel for ski pole

I need to tighten the 4 screws on the brace for the ski pole. When I removed the access panel cover, it looks like it's plugged. Any suggestions on how to remove the plug so I can reach back. See attachments to help explain. Thanks

Yes, It's like a skim coat, super thin. I hit it with the back of the screw driver I used to back out the screw and it's seems solid. Not sure if I need to use more force, hoping it's was standard setup and I just needed to do ? To pop it loose. Thanks

I cant imagine that many people have removed it. Maybe they didn't cut it all the way out. Let's get in there and get that hole out of there. Your fine.

Yes cut that silicone piece away and tighten her up. Then when you replace the cap put a bead of silicone around the edges.

Roto zip would work well in cutting it out.

Is this panel normal? My 2012 262 doesn’t have an access hole and could use one. Ok to make one?
