Water Pump Bracket Bumper

Is it normal for these to melt like this? Both engines' bracket look the same.
After I changed the bumper it's been good for 5 years.

Mine was that way the I bought it. You can Buy just the rubber bumper. Also when was the impeller changed. Sounds like a great time to do that now

I just went out and checked mine as mine got a bit warm last week but it's all OK.
