Cobalt 206 Starting Issue

Hello,
My 2000 206, Mercruiser 5.7 FI, Bravo 3 was running great all day. Sat for a few hours and wouldn't turn over with the key. Both batteries were hot and we were able to jump the solenoid and the key would then start the boat. Headed back to the dock whenever I tried to accelerate past 1/3 throttle the boat would bog down. When I quickly backed off the throttle the engine would idle normally.
My initial thoughts are starter solenoid but the throttle issue is confusing. That being said I'm not an electrical expert and both issues started at the same time.
Thoughts?
