Wanted to update this. I decided to let a local Volvo service group replace the steering actuator last week. The were able to source the part and I delivered the boat. Two days later, a call saying the boat was ready, tested and good to go. I picked up the boat yesterday, thanked the service manager and he said he would submit everything under warranty. Great.
As soon as I was underway I noticed the steering issue had not been resolved. Still very difficult to go into an aggressive turn and, once in the turn, come out of it exactly where I want. Sluggish and tough.
It’s late in the season so we may have a couple of weeks left and then I will get the boat to the originating dealer and service group for winterizing. I will leave it up to them when to re-tackle the steering problem, now or in the spring.
The bilge was completely dry and I don’t see any signs of fluid leakage at the actuator or elsewhere. Just a bummer that the problem is apparently more than the reported leaking actuator seals and that he thought (water tested ?) he had it resolved, but not.

Thanks for the opportunity to post and I do appreciate the guidance. Is there any possibility that there is air entrapment involved in the steering system or “should” the air purge back to the reservoir on it’s own?
You know, I firmly believe this issue related to the original over temperature when the raw water pump failed, but two service groups say no. They don’t believe temperatures could have elevated enough in the steering system.
I guess I am at the end here and I will have to turn this to the “experts” to resolve for next year.

Turning the wheel side to side multiple times will purge the air out. I would ask if they took pressure readings of the system. I don't think the pump is bad but maybe?
Not touching anything makes it very hard to diag. Or you disconnect the steering and move the drive side to side to see if it's binding?
