7.4 Volvo penta over heating

I have a 1999 Volvo penta Cobalt that is over heating. I have replaced the impeller and the circulation pump but still over heating. Water is not getting to the raw water pump. I drained the block last winter and reattached all the hoses after draining. Even with water ears and a water hose I am not getting water up to the pump? Any suggestions?

I also replaced the therostat.
